Taiwan-OSHA Brought International Experts Together with Taiwan’s Labor Inspection Leaders

  • Last Modify Date:2026-10-15

The Occupational Safety and Health Administration, Ministry of Labor (Taiwan-OSHA) hosted a meeting between international labor inspection experts and the heads of Taiwan’s labor inspection authorities on September 23, 2026. Chaired by Taiwan-OSHA Director-General Yu-Tang Lin, the meeting focused on the key challenges facing accident prevention and labor inspection, and how to address them.
The international participants were Pål Hilmar Lund, vice president of the International Association of Labour Inspection (IALI) and special adviser at the Norwegian Labour Inspection Authority; Renārs Lūsis, director of the State Labour Inspectorate of the Republic of Latvia; and Paul Kloss, head of the Director of Regulation’s Office at the UK Health and Safety Executive (HSE).
The meeting opened with an overview of occupational safety and health in Taiwan by Charng-Cheng Tsaur, director of Taiwan-OSHA’s Planning Division. Tsaur also outlined the amendments to the Occupational Safety and Health Act, which have been passed and are now in force, and the main measures under the National Action Plan for Workplace Accident Reduction. The international experts commended Taiwan’s overall approach.
The two sides also discussed a range of practical issues:
• Safety and health training for migrant workers
• Contractor management and liability in multi-tier subcontracting on construction sites
• Leading indicators that go beyond accident statistics to measure inspection performance
• The effectiveness of exposure assessments for hazardous chemicals
• Inspector retention, and inspectors’ pay and benefits
Drawing on experience from their own countries, the experts offered practical ideas to help Taiwan strengthen accident prevention and make labor inspection more effective.
Taiwan-OSHA said the discussions covered labor inspection policy, regulations, enforcement strategies and field practice, and gave the heads of Taiwan’s inspection authorities the chance to exchange views directly with international peers. The agency will continue to deepen its partnership with IALI to strengthen accident prevention and protect workers’ safety and health.
