On the morning of December 23, 2025, Taiwan-OSHA received a delegation from the Secretariat of the National Assembly of the Republic of Korea. The delegation included Chief Officers Kim Myeong Jo, Lee Jun Mo, Park Mi Sook, Song Young Chan, and Zeon Dae Young. The primary objective of the visit was to gain a deeper understanding of Taiwan's occupational safety and health (OSH) policies and implementation outcomes, including the establishment of OSH management systems and occupational accident prevention strategies.
The delegation was welcomed by Dr. Chang Yi-Pin, Director of the Planning Division of Taiwan-OSHA, together with relevant colleagues. Taiwan-OSHA briefed the delegation on the overall OSH landscape in Taiwan and highlighted key amendments to the Occupational Safety and Health Act.
The South Korean delegation expressed significant interest in several key areas, including protective measures for platform-based delivery workers (such as Uber Eats), safeguards for middle-aged and elderly workers, and the prevention of musculoskeletal disorders caused by repetitive work. In response, Taiwan-OSHA explained the recent addition of Article 51-1, which clarifies that when business entities operate digital platforms for goods trading or delivery and engage individuals without a formal employment relationship to perform delivery services, certain OSH provisions apply in order to strengthen protections for these workers.
Furthermore, the South Korean delegation shared their experiences regarding workplace bullying as a mental health issue. They noted the challenges of establishing quantitative assessment methods due to the subjective nature of individual perceptions.
Taiwan-OSHA noted that the exchange with the National Assembly of the Republic of Korea provided a valuable opportunity to learn from international experience, better understand emerging workplace risks, and strengthen connections with international OSH partners. Taiwan-OSHA reaffirmed its commitment to continuing bilateral exchanges and cooperation with South Korea to jointly promote the development of occupational safety and health.
