International Seminar on Green Energy Industry Safety and Health Focus on Fostering High-Quality OSA Work Environments

In order to promote international exchange and cooperation in occupational safety and health in Taiwan’s green energy sector, the Occupational Safety and Health Administration, Ministry of Labor, held the 2023 International Seminar on Occupational Safety and Health in the Green Energy Industry today (5th) at the Taipei Great Skyview Hotel. The seminar brought together local and international experts to share trends and practical approaches in safety and health within the green energy industry. The event also featured a special presentation by Director Chuang Jung-Sung of the Ministry of Justice’s Agency Against Corruption, focusing on integrity, transparency, and sustainable development in the green energy industry, aiming to elevate the industry’s standards in occupational safety and health management and strengthen corporate competitiveness.

The international seminar featured representatives from the UK Health and Safety Executive, the German Federal Institute for Occupational Safety and Health, the International Association of Labour Inspection, and other official bodies. Experts and scholars from the Japan High Pressure Gas Safety Institute, Taiwan Shipbuilding Corp Offshore Wind Farm, InfraVest Wind Power Group, and Ørsted A/S participated in the event as well. The event also included high-level executives from Taiwan’s green energy industry, representatives from the British Office Taipei, and the German Institute Taipei. The seminar focused on three key areas: development strategies, inspection challenges, and practical experiences in offshore wind power, photovoltaics, and hydrogen energy. Through in-depth discussions and exchanges of views, the seminar aimed to enhance the occupational safety and health standards in Taiwan’s green energy industry.

Deputy Minister Hsu Chuan-Sheng, in his address, noted that the Executive Yuan has incorporated green energy technology into Taiwan’s 5+2 Innovative Industries Plan, aiming to increase the proportion of renewable energy generation. However, workers often face hazards such as falls, electrocution, drowning, and collapses during the installation, use, and maintenance of related equipment. To learn from the experiences of advanced green energy nations, the Ministry of Labor has in recent years deepened its international exchanges and cooperation. This effort is to absorb international practices and experiences, thereby enhancing the safety efficiency and competitiveness of our country’s industry and strengthening the safety of Taiwan’s green energy sector.

Minister Hsu Ming-Chun, during exchanges with experts and scholars, further stated that green energy technology is one of the main axes of national development. To actively promote occupational safety and health in the green energy industry, the Ministry of Labor is actively guiding domestic enterprises to implement legal requirements and has formulated relevant safety operation guidelines for the industry to follow. The Ministry also organizes multiple observational activities to enhance occupational safety and health management in the green energy sector. The aim is to promote domestic and international technical exchanges and cooperation through this international seminar, pushing forward a positive cycle in the green industry, and striving to elevate Taiwan’s occupational safety and health standards to the top in the world.

During the discussion session, Moderated by Taiwan-OSHA Director-General Dr. Tzu-Lien Tzou, international experts gave suggestions and the practical methods on the safety management of the offshore wind construction and operation, as well as the safety development of hydrogen energy industry in Taiwan.

The OSHA hopes that Taiwan could be benefits from the valuable experience of developed countries in promoting green energy industry’s safety through the conference, and to improve the occupational safety and health of our country to the top world's level.
