To prevent the curl and pinch hazards for numerically controlled turning /milling/boring machines and machining centres for cold metal, these machines have to be registered at the Information Reporting Website from January 1st, 2023

In order to actively protect the safety of workers at work, prohibit the unsafe numerically controlled turning / milling / boring machines, transfer machines and machining centers for cold metal to enter the domestic market. To prevent the risk of curl and pinch hazards from the source, the manufacturer or importer shall send the machines to a product certification body accredited by domestic or foreign accreditation organizations to complete the type test and product certification from January 1st, 2023. They shall make sure that the machines complies with Taiwan national standard CNS 15883 or international standard ISO 23125, ISO 16090-1. The machines that meet the above mentioned safety standards shall be registered by manufacturers or importers on the Information Reporting Website. Manufacturers or importers shall put up the safety label in a prominent place on the manufactured or imported products for identification, and obtain the import customs clearance special code of border control before it can be produced and shipped out of the factory or imported into the domestic market.

The Ministry of Labor presents that the numerically controlled turning/milling/boring machines, transfer machines and machining centers for cold metal are commonly used machine tools for metal turning or milling process. Due to improper use or failure to install the safety door interlock device, it is often heard of accidents caused by curling and pinching injuries. To prevent occupational accidents, the numerically controlled turning / milling / boring machines, transfer machines and machining centers for cold metal were announced to be the specified Machinery, equipment, or tools under the requirements of Article 7 of the Occupational Safety and Health Act on April 29, 2011. From January 1, 2012, these machines should comply with safety standards, be registered at the Information Reporting Website and put up the safety label in a prominent place of the machines. If the manufacturer or importer violates the law, they can be fined up to NT$2 million, and can be required to take measures such as recycling or correction within a time limit to ensure the safety of workers.

The Ministry of Labor further presents that in the future, the labor inspector will start to conduct the product supervision and market examinations in the production plant or warehouse of the numerically controlled turning / milling / boring machines, transfer machines and machining centers for cold metal to prevent using the safety label on the unqualified or non-registered machines at the Information Reporting Website from causing confusion. Those who violate the regulations will be fined up to NT$300,000, and required to make corrections, recall or destroy them within a time limit, so as to prevent unsafe products from entering the workplace.
