Policy Objectives and Priorities of the Ministry of Labor for 2022

Laborers are the cornerstone of the country’s stability and an important driving force for economic development. The ministry takes "secure work", "safe workplace" and "safe labor" as its governance goals, and strives to create a smoother employment network, improve the quality of high-quality labor, and promote active personnel exchanges, while working towards the construction of a full range of labor protection policies and efforts to provide workers in the workplace with reasonable labor rights protection, a safe and secure work environment, and stable labor relations and labor market, while enhancing the work satisfaction of workers and the implementation of work-life balance .

  1. Promote multiple channels for vocational training and strengthen the employment service network
    1. Strengthen the employment insurance system, continuously review relevant regulations, and improve the function of promoting employment.
    2. Cooperate with the national key development industry policy and respond to the demand for manpower in the local employment market, handle various vocational training measures, cultivate the high-quality labor force required by the country and the industry, and strengthen national manpower.
    3. According to the needs of the industry and the development needs of the laborer's career stage, conduct vocational training, strengthen the link between production, education and training resources, and use public-private cooperation to provide customized training and career development services.
    4. Integrate multiple employment service channels on the Internet, provide real-time, fast and accurate employment information, and improve the efficiency of employment matching.
    5. Provide employment incentives, cross-regional employment subsidies, temporary work allowances, and employment incentives for absenteeism, assist unemployed workers to find employment and encourage employers to hire workers, and actively promote national employment.
    6. Provide youth job-seeking support, enhance youth employability, promote innovative employment training models, and improve online service efficiency to assist youth in employment.
    7. Promote employment promotion measures for the middle-aged and the elderly , and implement the Employment Promotion Law for the Middle-aged and the Elderly, so as to build a friendly employment environment and promote the reuse of labor force.
    8. Cooperate with major national industrial policies, plan the development of industries and training partners, expand the diversified application of functional benchmarks, strengthen the links between skills verification and industrial needs, implement the goal of integrating lessons, inspection and application, and support the labor force required for industrial development.
    9. Use the employment promotion plan to assist the unemployed to find employment locally; provide entrepreneurship consulting and counseling services and start-up loan interest subsidies to assist micro-entrepreneurship and promote employment.
  2. Strengthen the employment and management of foreigners, and participate in international labor affairs cooperation and exchanges
    1. In response to changes in the industrial environment, research and discuss major multinational labor policy planning and evaluation through the labor-management-academic-political social dialogue platform.
    2. Improve the legal system of transnational labor, protect the rights and interests of foreigners working in Taiwan, and balance the employment rights and interests of  local citizens and the needs of enterprises for employment.
    3. Strengthen the licensing management of domestic and foreign intermediary companies, strengthen the publicity for laws and regulations for employers and foreigners, and smooth the channels for consultation and appeal.
    4. Coordinate and contact foreigners' countries of origin, and strengthen the introduction and management of foreigners.
    5. Promote online application services for employers to hire foreigners, strengthen standardized operation procedures for licensing review, and directly hire foreigners to reduce the burden of foreigners’ fees for coming to Taiwan.
    6. Build up cooperation with international organizations and alliances, and continue to expand exchanges with countries in the New Southbound and Asia-Pacific regions to enhance the international competitiveness of the industry.
    7. Participate in international labor organizations and consultations, negotiations and cooperation exchanges on labor issues.
  3. Construct a sound and flexible labor standard guarantee mechanism to promote fair collective labor relations
    1. Continuously review the basic wage, improve the minimum wage legal system, and maintain the protection of labor's basic living standards.
    2. Establish a safe and flexible working hour system, and review the relevant regulations on working hours.
    3. Create a favorable environment for labor association and negotiation, strengthen the labor dispute settlement system, improve the labor legal assistance mechanism, and stabilize collective labor relations.
  4. Build an environment of equal rights in the workplace and encourage companies to create a friendly workplace
    1. Implement laws and regulations related to equality in the workplace, strengthen education on employment equality and the handling of application and review cases.
    2. Employers are encouraged to assist their employees with childcare, and provide nursing (collection) rooms and childcare facilities.
    3. Strengthen the professional knowledge of enterprises in planning friendly workplace measures, counsel and subsidize enterprises to promote work-life balance measures, and create a friendly workplace environment.
  1. Complete the occupational accident insurance system and strengthen the workplace safety and health protection mechanism
    1. Improve the occupational accident insurance system, continuously review relevant regulations, and improve the protection of occupational accident workers and their families.
    2. Strengthen occupational safety and health management and improve the efficiency of labor supervision and inspection.
    3. Strengthen occupational health and labor health services.
    4. Construct an occupational safety and health intelligent development and intelligent industry management mechanism.
    5. Create a safe, healthy and friendly working environment.
    6. Improve occupational injury prevention and reconstruction resources.
  2. Strengthen the labor insurance and pension system to ensure the retirement life of laborers
    1. Improve the labor insurance system and its financing, continuously review relevant regulations, and ensure the safety of the economic and living standards of the elderly.
    2. Strengthen the inspection of the labor retirement reserve system, and implement the obligation of employers to review and allocate reserves every year.
    3. Strengthen the publicity for laws and regulations on the labor retirement system, and encourage laborers to voluntarily contribute to retirement benefits.
